  1. ABOUT SEEP

Social and Economic Enhancement Programme-SEEP is a private voluntary development organization with a vision to create a society for children which is free of exploitation, discrimination and violence and supports growth to their highest potential. Established in 1985 with its head office in Dhaka and has the mandate to protect the children from all sorts of hazardous condition including disaster and emergencies across Bangladesh.

SEEP works in emergency response and humanitarian context and has been implementing a project titled ‘Humanitarian support to cyclone Mocha-affected families in Teknaf, Cox’s Bazar’ with technical support from Welfhungerhilfe (WHH) Bangladesh, to support the host community to cope with shocks and stress` of Cyclone Mocha.

  1. ROLE PURPOSE

The Community Engagement and Distribution Officer (CEDO) will assume the overall oversight of emergency response towards the host communities in Cox’s Bazar, under the supervision of Project Manager and in collaboration with the Deputy Executive Director of SEEP. The Community Engagement and Distribution Officer (CEDO) will be based in Cox’s Bazar district to lead the project titled ‘Humanitarian support to cyclone Mocha-affected families in Teknaf, Cox’s Bazar’, mainly to support the host community to cope with shocks and stress` of Cyclone Mocha.

The Community Engagement and Distribution Officer (CEDO) will provide implementation leadership to ensure the emergency portfolio is coherent and effective in supporting the host communities and aligns with SEEP’s country ambitions. The Community Engagement and Distribution Officer (CEDO) is responsible for the planning, implementation, budget management, and monitoring of the emergency response activities in project areas to ensure commitments to donors are met.

The person is expected to have excellent coordination and interpersonal skills, dynamic decision-making skills, a high ability to work independently, take initiatives, and negotiate and influence policy and advocacy. S/he will build and sustain close working partnerships with national and international organizations and local government operating in the area through active sharing of information and knowledge to facilitate program implementation.

  1. QUALIFICATIONS & SKILLS
  • A combination of qualifications and experience in humanitarian setting, including emergency humanitarian response.
  • Bachelor’s degree, or relevant combination of qualifications and experience, in Social Science/Development Studies/Economics/International Relations/Public Administration. Education qualifications may be relaxed if the working experience is more highly at the field level.
  • A minimum of 2-3 years’ experience in emergency response, Food Voucher Assistance System, emergency food/NFI distribution modality, agricultural and gardening training, WASH, Complaint Response Mechanism (CRM) and field office management;
  • Experience of working in Rohingya camp, and host community will be prioritized.
  • Expertise over local language of Cox’s Bazar will be preferred.
  • Knowledge of project implementation and local laws and regulations is an asset
  • Experience in program design, management, implementation, monitoring, and evaluation, including CORE Humanitarian Standard, SPHERE standards, security, and protection considerations;
  • Profound knowledge on Microsoft office, Google applications, KoBo, and other relevant computer skills.
  • Experience in managing donors funded project and relevant rapid response funding mechanisms
  • Can prioritize effectively, build alternative actions into plans, review priorities and gather and deploy resources effectively

  • Demonstrated experience in integrating gender and diversity issues into programs.
  • Evidence of project cycle management experience, including strategic planning, budgeting, reporting, monitoring & evaluation.

  • Ability to communicate ideas in a culturally-sensitive manner and conducive to their practical application, especially in Cox’s Bazar context, with an ability to adapt and work within a multicultural, multilingual and multidisciplinary environment.
  • Familiarity with SEEP’s policies, mandates and program quality processes are an asset.
  • Experience in building the capacity of the team internally and of external stakeholders.
  • Availability and fitness for travel.
  • Ability to work under pressure.
  1. KEY RESPONSIBILITIES
  2. Program Development and Implementation
  • Responsibility for field level implementation, monitoring, and reporting of the project activities and other assigned tasks
  • Implementation of emergency plan and response capacity and in line with the project technical documents and budgets, ensure the project activities are implemented and verified as planned with the allocated budget and timeline
  • Supporting the project team to manage the implementation of distribution activities maintaining proper COVID-19 health precautions, ensuring activities as per budgets, ensuring donor compliance and program quality standards are met; ensure the tracking, monitoring, and quality reporting.
  • Field level coordination with other NGOs/INGOs and local government bodies working to the area.
  • Report timely any discrepancies and deviations in implementing the project activities to Project Manager.
  • Regularly communicate with finance and community mobilizer/volunteers to track the project’s expenditures and take timely corrective action for over or under expenditure
  • Build the capacity of the community mobilizer/volunteers through on-job training in technical areas, finance and budget.
  • Supporting the programme team in achieving the project targets, and maintaining transparency in beneficiary selection and activity implementation.
  • Contribute to the development of new Humanitarian program strategy, resources, and budgets for successful interventions
  • Engage and work closely in the identification of humanitarian funding opportunities with support from the Project Manager and the Programme Director for regular scanning of donor environment
  • Carry out physical monitoring and support visits to allocated emergency responses as needed
  • Facilitate meeting, training, workshop and seminar etc.
  • Make sure of the successful implementation of food voucher/cash distributions, and work with the Program Manager to ensure program implementation is on time.
  • Provide the project team with up-to-date information on the affected and targeted beneficiaries, security, and distribution reports.
  • Collect all data needed for reporting during and after distributions and submit accurate and detailed reports on each distribution.
  • Coordinate for all distributions needs (staff transportation, movements plans, trucks, daily workers, signs, visibilities).
  • Manage the distribution team (administratively, work plan and follow-up, capacity building, reporting).
  • Ensuring distributions are calm and efficient and that any disputes are avoided/ resolved.
  • Contribute to all field work, participating in distributions, monitoring and supporting staff and beneficiaries during the distribution periods, coordinating with focal points and other stakeholders and other field-based tasks as assigned
  1. Staff Management
  • Ensures the whole team has a clear understanding of the SEEP’s mandate and projects in the Cox’s Bazar region.
  • Proactively enhance performance through regular, constructive, and honest feedback, coaching, and mentoring, as well as administering formal performance assessment
  • Coordinate and conduct capacity building of relevant staff to maintain and develop awareness and understanding of international standards in humanitarian program implementations and incorporate context-specific and culturally acceptable approaches at the local level.
  • Contribute to ensuring that all the staff to operate and behave in a manner that is consistent with the SEEP’s code of conduct and uphold its values, including PSHEA, do no harm principles, and FAM.
  • Ensuring financial transparency from the staff at field level activities.
  1. Monitoring and Reporting
  • Consistent with the MEAL team reporting flow, put in place project-specific report tracking tools and system.
  • Generate and share regular program progress reports on a timely basis as per the requirement for the donor, government, and SEEP
  • Supporting to enforce a solid Complaint/Feedback Response Mechanism (CFRM) as per SEEP’s policy.
  • Must ensure the chain of command and healthy working environment.
  1. External Coordination
  • When needed, attend different level cluster meetings with a focus on SEEP’s sectors of intervention.
  • Work and submit all required information and reports to the clusters and other forums (4/5Ws, ad-hoc, etc.)
  • Coordination meetings with other actors for establishing and maintaining referral pathway.
  • Support the relation with SEEP’s donors and new potential donors to maintain and increase the emergency portfolio in Cox’s Bazar.
  • Support donors’ visits to project implementation sites by liaising with the Project Manager and the Programme Director of SEEP.
  • Review donor priorities and evidence from on-going grants (results, objectives and impacts)

  • To support the documentation of government reports and assessments required from the start to the phasing out of the project.
  • To support the Programme Development and Quality (PDQ) team in developing concept notes, situation reports and project proposal related documents.
  1. Capacity development
  • Coach/support on the capacity development of the community mobilizer/volunteers in allocated emergencies responses.
  • Identify needs for expert/ advisory visits to allocated countries in order to support the partners in project implementation in the identified technical areas
  1. Safeguarding
  • The Distribution Officer has support the team to ensure staff safety and security with technical support from the Project Manager and Safeguarding and Child Protection focal person.
  • Ensuring programs are delivered safely and securely.
  • Ensure that security management protocols and procedures are updated, made locally relevant, and applied consistently.
  • Be aware of SEEP’s commitments to gender and diversity, child right policy, PSEA and all other policies and strive to uphold them
  • Identify, report and document cases of safeguarding
  • Ensure program staff under her/his supervision understands individual and collective responsibilities for safety, security, and protection.
  • Support the team to follow up all cases of abuse as well as timely response and resolution of the cases of abuse.
  • Monitor the operational environment with respect to increased level of threat

  • Any other task assigned by Project Manager and Programme Director of SEEP.
  • SEEP authority can deploy you in any emergency operations, if requires.
